
David Stem
Washington Area Chapter Treasurer
David Stem has over fourteen years of experience working as a cost analyst both within the government and now at the RAND Corporation. Dave started his career working with the Naval Air Systems Command Cost Department in 1991 and was instrumental in developing early cost estimates for the Joint Standoff Weapon (JSOW) and Joint Strike Fighter (JSF) programs. In 1997, Dave joined the Naval Center for Cost Analysis (NCCA) where he led teams to develop independent estimates on several aircraft programs including the F/A-18E/F, the Joint Strike Fighter, and several avionics programs. From October 2001 to 2002, Dave worked at the Office of Secretary of Defense (Acquisition, Technology, and Logistics) (OSD(AT&L)) for the Deputy Director of Air Warfare. Here, he was responsible for reviewing programs, composing correspondence and Congressional testimony on behalf of OSD(AT&L), and organizing Overarching Integrated Program Team (OIPT) reviews for programs seeking DoD support. In December of 2002, Dave left NCCA to work with the RAND Corporation, continuing his work in military cost analysis. At RAND, Dave has coauthored studies on lessons learned from the F/A-22 and F/A-18E/F development programs, investigated the cost implications of utilization rates for the F/A-22, and developed estimating techniques for estimating systems engineering and program management costs.
Dave holds a Bachelors of Science in Aerospace Engineering and a Masters in Business Administration, both from Virginia Tech. He has also taken graduate courses in the area of Aerospace Engineering from the Naval Postgraduate School. During the past two years, Dave has been an active member of the board for the Washington Chapter of the Society for Cost Estimating and Analysis (SCEA) organizing monthly lunches as the Program Chairperson.
